High Level Policy and Strategy Sessions
Attendees talk about their experience following Policy and Strategy Sessions in Kenya
“Our people are facing easy deaths. I am glad and grateful that this project has taken place and that the people of Meru
County are not going to die anymore from the poison in their food.” – Hon. Paul Mworia Bagiine
Since its implementation, APTECA has conducted stakeholder meetings which include activities such as regulatory mapping and
assisting government entities develop model bills, policies and rules to help manage aflatoxin risk. The central focus of
these efforts involves the adoption of a co-regulation governance option, also referred to as shared governance or a public-private partnership.
The first series of high level policy meetings began in 2017 and involved members of Parliament, government agency directors, and industry
association leaders. These meetings then led to a 5-day workshop at Maanzoni Lodge that resulted in a preliminary draft of a model bill, which
was further refined during a two-day writing session involving government agency personnel from KEPHIS, MOH, KALRO, and AFA. In 2019, public and private
sector leaders from Meru County convened on the campus of the University of Nairobi to strategize on how the county plans to adopt this model bill.
